Know About The Documents Needed To Open A Bank Account With HCBL

Opening of a bank account is easy with HCBL.  Every person who is desirous to open a bank account with any of the branches of HCBL will have to produce the following documents:-

Address Proof:  To open a bank account in general accounting system of the bank, individual needs to produce a valid address proof.  In this documents name of the person should be endorsed.  In case the person is minor or major, his name must be in the documentary proof required as address proof.  This can be the ration card, voter ID or the certificate issued by any official department.  

HCBL also accepts address proof provided by the ombudsman of concerned village on letter head with signature and seal.  In case of urban resident, if he/she is serving anywhere, a letter from the employer on letter head reflecting the local and permanent address is sufficient as address proof.  In case the person is an ex-service man, the photocopy of his discharge book showing the permanent address must be produced in support of address proof.  Some more address proves are also acceptable by HCBL.  The documentary requirement to open bank account with HCBL also needs some photo identity proof.

Photo identity proof:   This is another mandatory requirement to open a bank account.  Photo identity can be established through, driving license, voter card, PAN card, ex-service man identity card, ration card, AADHAR card and any other card issued by the official machinery.  Letter issued by the employer of private sector is also acceptable having the photo graph of the individual.  

Though, voter card and PAN card also establish the address proof but these documents mainly accepted as photo identity proof.  In some cases, Canteen Smart Card is also accepted as photo identity proof, ECHS medical cards issued to the ex-servicemen, in case of old ex-servicemen, discharge book or pension certificate can also serve the purpose. 

Importance of driving license: Driving license is one of the most important portions of the documentary evidences deposited with the bank.  With the help of DL, address of the customer can also be ascertained.  But, just to cross check the authenticity of the address, separate address proof is asked apart from the driving license.  According to the circumstances, some relaxation is also provided in submission of the necessary documents.  Though, these documents are mandatory requirement and individual must submit them to the bank. In case of loan, without submission of all the required documents, processing cannot be initiated.  Though, no processing fee has been fixed for granting any type of loan.

Amount:  Minimum amount for opening of a bank account is Rs. 1000.00.  At any case, the account holder has to maintain the minimum balance in his/her account.  If the same amount is withdrawn through the ATM card, some charges are levied on the customer but in HCBL no such charges are forced on the customer.  Individual has the right to deposit or withdraw the amount of his/her requirement at any time.

Significance Of Documentation Required By HCBL

Normally, the customers who have the Electoral Identity card or Voter card understand the same as valid photo identity and address proof but it is our responsibility to make it clear that Voter card is not considered as valid address proof.  A lot of ambiguities have been experienced in creation of Voter Cards and hence government itself has declared this proof as photo identity proof only.  For proving you permanent address from the card issued by the government of India is only AADHAR card.  This is the document of address and photo identity proof.  Significance of the documents is self explanatory.  

Without valid documentary support, no bank will provide banking facilities.  The documents provided by the customer are governing papers to maintain his/her account with the bank.  As far as the address proof is concerned, one can also produce the bank pass book of other bank and it will be accepted at HCBL.  Because after investigating the place of residence, banks issue pass book having the residential address on face page of the same.

Once all the documentary proofs are collected, bank will provide you banking services with all the latest technical support.  SMS alert service is an automatically added feature with the accounts.  We do not believe in formalities and do not ask customers to provide separate application for linking his/her bank account with the SMS alert facility.  At the time of opening of bank account, we ask the option from customer to have this facility or not.  Internet banking options are also asked at the time of opening of the account.

This is for advanced information of all the account holders that we also provide insurance facility but this is kept optional.  In case anyone desires the same, he/she can select the insurance option at the time of opening of bank account.  Though, the same can also be asked at later stage.  This is under discretion of the individual concerned. Policy bond is also there and like other insurance policies, premium facility is also here.  Option is with the customer to deduct the premium from his/her bank account or physical remittance.

Flexibility is also with HCBL to open the account for minors.  It is possible that the relative of the child wants to take the guardianship of the minor, he/she can maintain the account but to open the account for such child, relative will have to take the approval of the natural parents of the concerned kid. 

Being based on the co-operatives, HCBL allows its customers to deposit their precious amount on daily basis.  A scheme has been launched namely Asha Pigmy Deposit Scheme. The customers concerned are allowed to deposit the amount according to their saving on daily basis.  The ceiling limit of deposition is minimum Rs. 20 and maximum Rs. 5000.00 per day.  This collection is also under the electronic supervision.  An automatic receipt will be generated on collection and notified to the customer’s account.

Apart from the above mentioned, it is also confusion among customers that we are taking more charges in making demand draft than other banks.  It is clarified that our service charges are just equal to other banks of private and public sector.

Confusion in making demand drafts:  Many of the customers have confusion that if they have current account in the same bank will the charges be deducted for making demand drafts?  It is simply clarified to our prestigious customers that bank offers this facility up to 3 demand drafts only provided that the customer has current account in any of our branches and the minimum balance is up to Rs. 1 lakh.  Their bank account should be active for last 6 monthsWe also provide the facility of demand draft making on cash.  Though, it is the discretion of branch manager.  

Confusions regarding R.D. schemes with HCBL:  Normally, the person withdraws their R.D. schemes owing to the pressure of various circumstances.   Yes, one can withdraw the amount before 6 months too.  But no interest will be applicable on that amount.  On the other hand, if your withdrawal is made before maturity period but after 6 months, the interest will be paid to you.  This interest will be 1% less as agreed upon at the time of taking the scheme.  It may be that you have fixed your amount for a long period but unfortunately withdrawing well before the maturity, the rate of interest will be slashed 1% only.  You have right to withdraw the amount pre-maturely too.  This is done under our Lakhpati scheme.


Confusion regarding house loaning:  Our esteemed customers have this question that what are the reasons that our bank only allows the house loan sanction against the properties of Avas Vikas and LDA only.  We clarify the matter because these agencies are officially approved by the board of directors of the bank.  Apart from the above mentioned agencies, we also sanction house loan against the properties which have proper NOC from local official machinery.

Know What We Answer Of Your Question

This is a common confusion that what will be if a person is having an account in other branch of HCBL and want a locker in other nearby branch.  This is for general information of all the customers that locker can be obtained in any branch of your account is with HCBL.  But only a small condition will apply.  You will have to pay the locker fee in cash to that branch.  No account deduction will be possible.

Compulsion of KYC has been made to all the customers irrespective of having any type of account.  Even the customer having R/D account will also have to do KYC.  This is for the betterment of our customer. And if with the help of some of the IDs, you can get the faster accessing of all the services of bank, this is your benefit only.  So proceed on to have KYC.

Likewise if a person brings a cheque issued by other person, will it be paid?  No doubt, HCBL will give payment to the bearer against the cheque but will ask an Identity proof of the bearer just due to some security reasons.

Some customers also have the confusion that will they be eligible to send fund in the bank outside of Uttar Pradesh from their HCBL account.  We assure our customers that they can send money to any of the bank located outside of the Uttar Pradesh with the help of RTGS or NEFT facilities.  They will have to comply with the time frame decided for RTGS and NEFT.  Likewise ceiling limit of funds transfer per day will also have to be maintained.
In case some of the accounts are being operated in HCBL without having any KYC, will they be allotted with cheque book facility?  The straightway answer of the bank is “NO”.  Such account holders can withdraw their amount through withdrawal form only.  They will have to visit the concerned branch for taking withdrawals.  To avoid this inconvenience, KYC is asked from the individuals so that necessary ATM cards and cheque books can be issued.  This will facilitate the bank as well as the customer too.  The emergencies never come by messaging in advance.  It is quite possible that any need occur during closing hours of bank so it is better to have ATM card facility.  But to avail the same, customers are supposed to provide the KYC to their concerned branch.

HCBL also provide Sweep facility to its esteemed customer but also needs a fiscal support from them to keep maintain minimum balance in their account of Rs. 10,000.00.  In case the persons concerned have taken a withdrawal before 45 days, they will not be paid with the interest.
